Here is how most people plan their Internet marketing efforts:
1)They get an idea
2)They buy a domain name for it
3)They read up on web design and decide they cannot do the site themselves
4)They hire a web designer and spend $3K to $10K designing and coding their sites
5)They wait for the traffic to start pouring in

Those that are successful at Internet marketing will set a budget for driving visitors to their sites first, then set a budget for web design, hosting, maintenances, admin costs, legal fees etc.
